Canada Marks Two Years of the Canadian Dental Care Plan, Expanding Access for Millions

Ottawa, December 11, 2025 — The Government of Canada is marking two years since the launch of the Canadian Dental Care Plan (CDCP), a landmark public health initiative that has significantly expanded access to affordable oral health care across the country.

Introduced as one of Canada’s largest social programs, the CDCP has already transformed dental care access for nearly six million Canadians, with more than 3.5 million individuals receiving dental services since the program began.

In May 2025, the federal government expanded eligibility for the plan, allowing millions of additional Canadians to qualify for coverage. The expansion has helped reduce financial barriers to essential dental services, particularly for individuals and families without private dental insurance.

According to Health Canada, Canadians enrolled in the program are saving an average of $800 per year on dental expenses. For some participants, the CDCP has made it possible to visit an oral health professional for the first time in decades.

Health officials emphasized that the success of the program has relied heavily on the participation of dental professionals nationwide, whose continued support has helped improve access to care in communities across Canada.

Federal Ministers Highlight Impact on Equity and Access

Minister of Health Marjorie Michel stated that the program is already delivering measurable benefits for Canadians.

“Two years after launching the Canadian Dental Care Plan, we are seeing its real impact. Millions of Canadians now have access to oral health care, and families are saving hundreds of dollars each year,” she said, while acknowledging the contributions of oral health providers across the country.

Minister of Jobs and Families Patty Hajdu also emphasized the program’s role in improving health equity.

“Dental care should never be out of reach. Thanks to the Canadian Dental Care Plan, millions of Canadians—many for the first time in years—now have access to the treatments they need to maintain a healthy smile,” she said.

Who Is Eligible for the Canadian Dental Care Plan?

To qualify for the CDCP, applicants must meet the following criteria:

  • Do not have access to private dental insurance

  • Have filed a 2024 Canadian tax return (and their spouse’s or partner’s return, if applicable)

  • Have an adjusted family net income below $90,000

  • Be a Canadian resident for tax purposes

Canadians who do not already have a dental provider can use Sun Life’s CDCP Provider Search to locate participating oral health professionals in their area.

Because the plan is income-based, members must confirm their eligibility each year. Renewal is available once individuals receive their annual Notice of Assessment from the Canada Revenue Agency.

Health Canada also encourages CDCP members to create a My Service Canada Account to stay informed about program updates and coverage changes.
